The ability to Repair Internet Explorer does not exist in the version that ships with Windows XP. This feature only becomes available after you upgrade to a newer version. This is normal and has been this way since Windows 98 and IE4.

Normally when you try to open a file in the Temporary Internet Folders directory, you get a warning:
Running a system command on this item may be unsafe. Do you wish to continue?
To remove this warning:
1. Start the Internet Explorer
2. Go to View / Internet Options
3. Click on the Security tab
4. Select Custom

If you want to clear all the entries that show up from past searches, web entries etc.

2. Go to Tools / Internet Options / Content / AutoComplete
3. Click on the Clear Forms button

1. To go Tools / Internet Options
2. Click on the Advanced tab
3. Scroll down to the section
4. Check Empty Temporary Internet Files folder when browser is closed

To change your start page:
